Investigative reporting from Fieldnotes reveals how oil and gas lobbying groups drafted Ohio's House Bill 170, which would: 

allow CCS operators to force landowners to house carbon dioxide storage projects underneath their properties without their consent, enable storage operators to shift liability off their books and onto taxpayers, and block municipalities from taking steps to protect local communities. 

Lobbying groups handpicked state lawmakers to introduce the legislation, lined up supportive testimony, provided lawmakers with talking points and other materials, and offered to coordinate a press strategy. The bill passed the House of Representatives in October despite significant opposition from residents and community groups who testified at committee hearings.
